What are the rules about copyright? I can download and use music as long as I'm using it for myself right?

Scenerio 1: Billy records a song in his garage on his mom's tape recorder. His neighbor hears it and thinks it's awesome. He invites Beyonce to come and cut a demo of the song in a professional studio. A few months later Billy hears the song on the radio. He sues his neighbor. What will happen when Billy takes him to court?
Scenerio 2: Once the artist dies the music is free to use.
Scenerio 3: You buy Lil' John's CD and take it to a street corner and play it from a Boom Box and start dancing. The cops pull up and arrest you for copyright infringement. Can this happen?
If it's illegal, how can so many people get away with it.
Scenerio 4: You want to buy a CD but you don't want to pay 15$ at the store. You find an advertisement on Craigslist for 2$. You go to the guys house and he hands you a CD without a label. He's handwritten the name of the artist on it. When you walk out the door you run into the police. They arrest you and they bust the guy that copied it. Can they arrest me for buying illegal music?
